Remarks by the Secretary-General of the Caribbean community, AMBASSADOR IRWIN LAROCQUE at THE SIGNING CEREMONY OF THE MEMORANDUM OF UNDERSTANDING REMARKS BY THE SECRETARY-GENERAL OF THE CARIBBEAN COMMUNITY, AMBASSADOR IRWIN LAROCQUE AT THE SIGNING CEREMONY OF THE MEMORANDUM OF UNDERSTANDING BETWEEN THE FÉDÉRATION INTERNATIONALE DE FOOTBALL ASSOCIATION (FIFA) AND THE CARIBBEAN COMMUNITY (CARICOM) VIA VIDEOCONFERENCE 31 MAY 2021

• Your Excellency Carlos de Sousa Amaro, Plenipotentiary Representative of Portugal to the Caribbean Community (CARICOM);
• Mr. Pedro Ataíde, Deputy Head of Mission of the Embassy of Portugal in Caracas;
• Ambassador Colin Granderson, Assistant Secretary-General, Foreign and Community Relations, and other Members of Staff of the CARICOM Secretariat.

Ambassador, I am indeed honoured to accept your Letter of Credence, and to extend congratulations on your appointment as the third Plenipotentiary Representative of Portugal to the Caribbean Community.

Heads of Government of the Caribbean Community (CARICOM) meeting virtually in Special Session on Tuesday 11 May unanimously agreed to appoint Dr. Carla Natalie Barnett as the 8^th CARICOM Secretary-General.

Dr Barnett, a national of Belize, is the first woman and the first Belizean to be selected for the post. She will replace Ambassador Irwin LaRocque who is completing his second term. She will assume office on 15 August 2021.

Heads of Government in congratulating Dr Barnett on her selection, recognised the historic moment for the Community.

Your Excellency Ambassador Irwin La Roque,

Secretary General of the Caribbean Community, CARICOM,

A warm welcome to all and a sincere thank you for accepting our invitation today.  Firstly, permit me to begin by expressing solidarity with our brothers and sisters in St. Vincent and the Grenadines, and the neighbouring islands affected by the ongoing volcanic activity.  Our thoughts are with those affected and for their continued safety. 

CARICOM Secretary-General Ambassador Irwin LaRocque has congratulated the Premier of the Turks and Caicos Islands Hon Charles Washington Misick and his Progressive National Party (PNP) on their resounding victory in the Territory’s recent General Elections.

The Secretary-General also commented the citizens of the Territory for their determination to participate in the polls despite the on-going challenges of the COVID-19 pandemic.

Each year, December 1 is observed as World AIDS Day. The theme for this year is “Global Solidarity, Shared Responsibility”. 

Caribbean Community Education Ministers were reminded of Education’s critical role in the post COVID-19 economic recovery, as the 25^th Special Meeting of CARICOM’s Council for Human and Social and Development (COHSOD) opened Tuesday.

CARICOM Secretary-General Ambassador Irwin LaRocque, remined the Meeting that there is no economic recovery and resilience without an education system designed to strengthen workforce capacity and innovation, and stressed_ 

CARICOM Secretary-General Ambassador Irwin LaRocque has congratulated St. Vincent and the Grenadines Prime Minister Dr Ralph Gonsalves on his historic victory in the General Elections of 5 November 2020.

“The winning of a fifth consecutive term demonstrates that the people of St. Vincent and the Grenadines have the utmost confidence in your leadership, and your vision for their future,” the Secretary-General said in his congratulatory message.
