The overall objective of the project of which this contract will be a part is as follows_
1. Support CARIFORUM States in ensuring an adequate and suitable legal and institutional framework for the transfer of technology as contemplated by Article 142(2) of the EPA.
Description of the assignment
The scope of work for the Project is understood to cover all activities necessary to accomplish the stated objective of the Project, whether or not a specific activity is cited in these terms of reference.
In that regard, the Consultant will_
(i) conduct an analysis of the legal and regulatory framework in CARIFORUM to determine whether it meets the needs of Article 142(2), that is, whether it is capable of ensuring technology transfer to to CARIFORUM States, and the extent to which it meets such needs;
(ii) identify best practices that can be shared with the CARIFORUM States; and
(iii) make recommendations regarding further actions which CARIFORUM should take having regard to the results of the assessment, to create conducive legal and institutional arrangements to facilitate the inflow and dissemination of foreign technologies in CARIFORUM States.
