CONSULTANCY TO CONDUCT A COMPREHENSIVE REVIEW OF THE CARICOM COMMON EXTERNAL TARIFF (CET) AND RULES OF ORIGIN (ROO)

The purpose of this consultancy is to revise the CET and the  ROO which are key instruments for the trade in goods within the CSME.   A summary of the expected main outputs is outlined below_

  • A draft Report which provides factual information relating to the operation of the CSME arrangements for trade in goods, the implications for the trade in goods regime on implementation of free circulation and for the broader objectives of the CSME; and recommendations to strengthen the CSME regime for trade in goods.   This Report should assist Member States in making decisions on reshaping the CARICOM Single Market trade arrangements in order to encourage production structures that are more responsive to changing global and Regional market conditions. 
  • Draft CET with a revised set of rules and a revised rate structure that is consistent with the growth and development objectives of the CSME to be used as the instrument for consultations with regional private sector representatives and senior technical officials responsible for trade. 
  • An updated draft of the revised CET including the recommendations from the consultations with the representatives of the regional private sector and senior technical officials responsible for trade.
  • Revised draft general rules and product-specific Rules of Origin consistent with current emerging production and competitive structures in the Community to be used as the instrument for consultations with regional private sector representatives and senior technical officials responsible for trade.
