Monitoring and Evaluation (M&E) Officer

The Monitoring and Evaluation Officer will have the following duties and responsibilities_

Overarching Responsibilities

  • Supporting the OECS Commission in developing and finalizing an M&E Framework for implementation of the EDA Project
  • Coordinating in-country M&E activities
  • Tracking performance on established output, outcome and impact indicators to measure achievement and track progress towards results and overall project objectives
  • Providing data and information to support the DMU, project coordinators and the M&E Unit in the OECS Commission in the production of key reports
  • Identifying and disseminating good practices, lessons learned, and knowledge gained, as identified through project implementation, monitoring and evaluation activities
  • Developing success stories from lessons learned in collaboration with the DoE’s Public Information, Education and Training Unit (PIETU) and other relevant partners for dissemination to a wide audience
  • Providing technical support to the DMU
  • Supporting project capacity building in M&E
  • Conducting training and hosting workshops in EDA pilot countries

Implementation of M&E and Coordination Responsibilities

  • Executing and supporting M&E related activities stated in the EDA Project and other M&E workplans
  • Supervising EDA monitoring staff and activities within Antigua and Barbuda and provide guidance to the team of M&E Associates assigned mainly to the EDA Project
  • Participating in independent reviews and evaluations conducted by the OECS Commission and other external evaluators
  • Contributing to the development of indicators and targets
  • Monitoring all EDA Project activities, and outputs
  • Using assessments, monitoring and evaluation tools and techniques to track progress towards targets
  • Updating the logical framework regularly
  • Reporting and updating the project risk register
  • Assisting in setting up project related M&E activities via cloud-based project management software (Smartsheet) to manage project scheduling, risk reporting, tracking, dashboards and project management records
  • Using M&E methods and best practices to monitor the sustainability of project results
  • Engaging and communicating with stakeholders and implementation partners via communication channels such as phone calls, email, conference lines and the project management software

Project Reporting Responsibilities

  • Reporting on all project activities to the Project Coordinator, Project Manager, and the Data Manager
  • Contributing to the development of donor required project performance reports
  • Supporting on a quarterly basis the updating of the project’s risk register
  • Preparing quarterly M&E reports for submission to the Project Manager, Project Coordinator, Data Manager and DMU’s M&E Consultant
  • Supporting the coordination of mid-term and final evaluations executed by the OECS Commission
  • Assisting with Project compliance and reporting
  • Verifying and reporting on compliance with GCF and the Accredited Entity’s policies, procedures and standards
