1.0 BACKGROUND AND INTRODUCTION
Owing to its geographic location, the OECS territories are annually faced with the very real threat of being affected by one or several weather systems ranging from tropical depressions to hurricanes. With the progression of the effects of climate change, the low-lying island states of the region have been visited by ever stronger hurricanes and tropical systems. Over the past decade, several OECS Member States have been affected by unseasonal weather systems, hurricanes of varying strengths, including an unprecedented two category five hurricanes in a single year, earthquakes and the possibility of volcanic eruptions and tsunamis. Due to the sustained damaged from these events many countries are now left vulnerable to environment and infrastructural effects of what in years prior would have been considered ‘normal’ bad weather.
The effects of such frequent occurrences have also manifested in increased levels of anxiety and fear being felt by citizens of affected Member States. With few programmes available for providing continued psychosocial support for all population demographics, feelings of trauma and grief go untreated and are yearly compounded by the possibility of inclement weather conditions during the six-month hurricane season.
As part of the OECS Commission’s continued commitment to ensure the highest quality of life for citizens of its Member States, the Social Development Unit will support national disaster management offices in strengthening the capacity of shelter managers, social officers, caregivers in places of safety, and shelter to provide counselling and psychosocial support to families and individuals who are displaced by disasters. The expected outcomes of this training include_
- trauma-informed case formulation and treatment planning
- case management to support stabilisation and treatment compliance
- trauma resolution for reduced negative impulses
Amongst the psycho-social focus of the training, there must be the inclusion of content that addresses collecting and recording sensitive data on persons entering the facility, conduct of referrals to social services and effects and detection of earlier abuses and trauma in children. Gender considerations in implementing the training programme must be applied. Also incorporated into the training should be mainstreaming of strategies that cater to the needs of men, women, children and the elderly and any associated human vulnerability.
- OBJECTIVES:
The purpose of this Consultancy is to facilitate a training workshop on Trauma and Grief Counselling and Psycho-Social support for social protection officers and shelter managers in the OECS Region. This intervention would provide participants with the knowledge, skills and tools required to facilitate small groups and individual discussions to help both adults and children who have been traumatized by the ravages of natural disasters.
- SCOPE OF SERVICES
Under the guidance of the Head of the Social Development Unit, OECS Commission, the Consultant will_
- Update and/or adapt existing OECS owned training materials/manuals custom made for local circumstance and post disaster responses. The revised training material should be drafted in a way to allow replication and integration by the Ministry.
- Facilitate training workshops on trauma and grief counselling for nine (9) Member States of the OECS Region (Anguilla, Antigua and Barbuda, British Virgin Islands,
Dominica, Grenada, Montserrat, Saint Lucia, St Kitts and Nevis, and St Vincent and the Grenadines). The training exercise will engage 365 people over a four-month period. Each Member State will be allotted 4 days of training. The breakdown for participants is as follows_
- Anguilla 25
- BVI 25
- Monserrat 25
- Antigua and Barbuda 50
- St. Kitts and Nevis 30

The training workshop should meet the following minimum criteria_
- Produces facilitators who are confident and competent in facilitating psychosocial support sessions for both adults and children.
- Engages trainees in actual delivery of sections of the training.
- Engages trainees in simulating relevant and realistic challenges for practicing and applying the material.
- Encourages trainees to participate using_
- Brief presentations
- Live demonstrations
- Innovative, interactive practical exercises with feedback and coaching on the collecting sensitive data, making referrals, detecting early abuses of trauma in children and discussion exercises and application of reinforcement tools.
- DURATION OF THE ASSIGNMENT
The Assignment is expected to be undertaken in 60 days within a 4-month period. This assignment is scheduled to be undertaken during the period November 2019 to April 2020.
The Consultant shall_
- take all the necessary steps to ensure that the entrusted task is executed properly and on schedule in accordance with the established Terms of Reference;
- undertake to perform the task in accordance with the Terms of Reference and according to internationally accepted standards.

- INSTITUTIONAL AND IMPLEMENTATION ARRANGEMENTS
- The Social Development Unit (SDU) will be the coordinating agency on behalf of the OECS Commission. The Consultant will work under the direction of Head, Social Development Unit of the OECS Commission.
- Technical Assistance will be executed through the Programme Officer, Human and Social Cluster.
8.0 QUALIFICATIONS AND EXPERIENCE
The Consultant shall possess_
- A post graduate degree in Psychology, Counselling or other related disciplines
- At least 5 years demonstrated experience working in psychosocial support, trauma, and grief counselling particularly among children
- At least 1-year experience working with post-disaster response programmes and/or projects
- At least 2 years experience working in social development, particularly in social protection; experience in the OECS Region will be an advantage
- Proven public speaking and/or teaching skills
- Proven high level of English writing skills

The Organisation of Eastern Caribbean States (OECS) Commission through its Social Development Unit (SDU) is seeking Expressions of Interest from Consultants for undertaking the Consultancy to conduct a training workshop on trauma, grief counselling and psychosocial support.
It is expected that the services will commence in November 2019 and be completed no later than April 2020.
Individual Consultants wishing to signify their interest in undertaking the prescribed services are to submit an Expression of Interest providing information demonstrating that they have the required qualifications and relevant experience to perform the services. The information submitted should follow the layout indicated below_
- Information on the Consultant’s qualifications and technical competence relevant to the assignment, experience in undertaking similar assignments, including Curriculum Vitae of the Consultant proposed for the assignment;
- A Concept Note on the planned framework for undertaking the assignment
- Samples of existing work carried out in the OECS and/CARICOM Region
Expressions of Interests submitted should not exceed 30 pages.
Consultants shall bear all costs associated with the preparation and submission of their Expressions of Interest.
The OECS is not bound to accept any Expression of Interest, and reserves the right to annul the selection process at any time prior to contract award, without thereby incurring any liability to the Consultants.
