The Government of Guyana, through the Ministry of Social Protection, and the Inter-American Development Bank signed a Technical Cooperation (TC) Agreement to strengthen the institutional capacity of the Guyana Social Safety Net to effectively deliver social assistance programs to the vulnerable populations. Specifically, the Project will seek to improve the system for identifying and providing assistance to the target population, as well as to improve the management and administration of social assistance programmes.
The Institutional Strengthening to Guyana Social Safety Net Project intends to apply part of the proceeds towards Consulting Services.
The Consulting Services (“the Services”) entails the design of a Beneficiary Identification and Information Management System (BIIMS). The main objective of this Consultancy is to analyse the current business context with supporting ICT platforms of programmes under the MOSP, and design a system integration plan that provides for standard beneficiaries identification and social safety indexing.
The Ministry of Social Protection now invites eligible Consulting Firms (“Firms”) to indicate their interest in providing the services. Interested Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The Firm will be selected in accordance with the procedures set out in the Inter-American Development Bank_ Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9 in accordance with the Quality Based Selection (QBS) method.
Firms may associate with others, in the form of a joint venture or a sub-consultancy, to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of a joint venture, the nationality of the firm appointed to represent it.
Expressions of Interest can be delivered to the TENDER BOX at the address or via email stated below by March 6, 2020.
The submission should include a Letter of Intent (LOI), the Firm’s profile, number and summary of main projects over the last 10 years and other supporting information regarding the activities described herein. These documents should not be more than 10 pages.
