The overall objective of the project of which this contract will be a part is as follows_
To contribute to the overall safety of citizens and improvement of the security environment in the CARIFORUM region through support for Crime Prevention and Risk Reduction and the promotion of Restorative Justice.
Description of the assignment
The services of a consulting firm (hereinafter, the Consultant) will be engaged to conduct an assessment of threats, risks, resilience and protective factors in relation to gang-related crime and violence. Data emerging from this exercise will be analysed and be used to inform the development of policy initiatives and targeted interventions to address community-based crime and violence in CARIFORUM Member States.
The Consultant is required to_
- Refine, where necessary, the provided instrument(s) to conduct the assessments of threats, risk, resilience and protective factors in relation to gang-related crime and violence in identified communities;
- Prepare guidelines for administering the instrument(s);
- Develop a user-friendly template for inputting the data;Â
- Propose a methodology for conducting the assessment;
- Following validation of the data collection instrument(s) and consultation with the CARICOM Secretariat, the Consultant will amend the data collection instrument(s), the guidelines and template as necessary and finalize the methodology for conducting the assessment and inputting the data;Â
- Prepare a training manual;
- Conduct one classroom-type training session, using appropriate learning aids, for community members, in the use of the guidelines and data template;
- Develop and submit a data base with the data collected from the communities;
- Submit a draft final report, using the format provided by the CARICOM Secretariat; and
- Submit a final report after receiving comments on the draft from the CARICOM Secretariat.
