On behalf of the Secretary-General, Dr Edwin Carrington, and my colleagues from the CARICOM Secretariat, I welcome you to the CARICOM Secretariat headquarters and to this the Second Roundtable on Small and Medium Enterprises.

I welcome you all most sincerely to this Fifteenth Meeting of the Council for Human and Social Development.

This Meeting is taking place at a critical juncture in the life of the Community. The CARICOM Single Market was established in January this year.

It was 25 years ago today that Belizeans achieved their aspirations nurtured over many years to rid themselves of colonial status and become a sovereign independent State with security and territorial integrity.

This was made possible above all because so many Belizeans had, over the centuries since the settlement was established by British logwood cutters, struggled for their rights, first against slavery and later against colonialism.
