The aim of the report is to outline a framework for the reformulation and reinvention of the CARIFESTA festival. The report is divided into two main sections: a strategic review and analysis and the articulation of the strategic plan. The report has focused on analyzing the history, context and prognosis of the CARIFESTA festival. The strategic analysis suggests that the festival is uncompetitive in the regional and international context and no longer fulfilling its mandate and consequently is ripe for change.

The CARICOM Secretariat’s Education Programme ensures inclusive, equitable, quality education and promotes lifelong learning opportunities for the Region. As part of this responsibility, the Programme has developed a Human Resource Development 2030 Strategy, which is currently being implemented.

Mr. Frederick Lloyd Cozier was born in Barbados on 18th March 1920. He attended Wesley Hall Boys’ Primary School during the years 1924 to 1931 and Harrison College from 1932 to 1939. He was also enrolled at New College, Oxford University during 1955-1956 while attending the Second Devonshire Course for Overseas Administrative Officers of the British Colonial Service. In 1960, Mr. Cozier attended a Social Development Course at the University of Swansea, Wales.

The time has come to pull many strands in this paper together in order to form a good appreciation of where the Caribbean Community stood when Dr. Kurleigh King became its Secretary-General. It will be recalled that the high hopes of the Community had been dampened by the effects of the global recession triggered by the increases in the price of petroleum products in the late 70s.

Ms Lolita Applewhaite was Director of the Centre for International Services at the Cave Hill Campus of the University of the West Indies in Barbados. Ms Applewhaite is on loan to the University from the Barbados Government where she spent 30 years. She has served in the diplomatic service of her country with postings in North and South America and Europe, her most recent assignment being that of Ambassador to Venezuela.
