BASED ON THE 2017 EDITION OF THE HARMONIZED COMMODITY DESCRIPTION AND CODING SYSTEM (HS)

The classification  structure  of  the  Schedule  of Rates is based on the 2017 sixth edition Harmonized Commodity Description and Coding System, commonly known as the Harmonized System (HS). The Statistical Classification Numbers are based on the Standard International Trade Classification, Fourth Revision. The units for statistical classification are based on the metric system.

The ever-evolving, intensely competitive, and crisis-ridden global economy has compelled the Member States of the Caribbean Community (CARICOM) to take a hard look at how they can achieve a safe, viable, prosperous, and above all, sustainable and resilient path to development.

It is recognised that trade expansion has an important contribution to make towards achieving that goal.

This paper in addition to highlighting such vulnerabilities, speaks specifically to developmental considerations, which in the context of a broad policy framework can play a significant role in the strengthening of entities functioning within the services economy, but more specifically emphasizes the need to quickly adopt an integrative approach to structured growth of the sector through the establishment and actualization of systems, technical programs and other practical measures at the organizational level.
