We, the Heads of Government of the Caribbean Community, meeting in Special (Emergency) Session in The Bahamas, 11-12 October, 2001, to undertake consultations on the grave situation confronting our nations as a consequence of the terrorist attacks in the United States of America on 11 September 2001 and its aftermath_

Recognise that these dastardly acts have exacerbated an incipient global economic crisis which threatened international peace and security.

Heads of Government of the Caribbean Community met in emergency session from 11-12 October, 2001 in Nassau, The Bahamas. Heads of Government in attendance were_ The Rt. Hon. Hubert A. Ingraham, Prime Minister of The Bahamas; the Rt. Hon Owen S. Arthur, Prime Minister of Barbados; Dr. the Hon. Keith C. Mitchell, Prime Minister of Grenada; His Excellency Bharrat Jagdeo, President of the Cooperative Republic of Guyana; the Rt. Hon. Percival J. Patterson, Prime Minister of Jamaica; Hon. Dr. Denzil Douglas, Prime Minister of St. Kitts and Nevis; and Dr the Hon. Kenny D.

The sixth National Consultation of the Region's Civil Society will get underway tomorrow in Kingstown, St Vincent and the Grenadines capital, bring together a cross section of the local population to elaborate a people's vision of the Caribbean Community.

The Forum is expected to attract private and public sector interests, persons involved in human resource development, representatives of the trade union movement, religious organisations, farmers, and women and youth groups including secondary school students.

The Fifth Meeting of the Council for Human and Social Development (COHSOD) was held at the Le Meridien Pegasus Hotel, Georgetown Guyana, 3-5 October 2001 under the distinguished Chairmanship of the Hon Girlyn Miguel, Minister of Social Development, Cooperatives, Family, Gender and Ecclesiastical Affairs, St Vincent and the Grenadines.

It is a special pleasure for me, as Secretary-General of the Caribbean Community, to welcome you to the Fifth Meeting of the Council for Human and Social Development (COHSOD). This Council is one of the critical organs of the Community. In focusing as it does on vital areas such as education, health, youth, sport, gender and culture, it is concerned with the issues that directly affect the quality of life of the people of this Region.

CARICOM Secretary-General Edwin Carrington announced in Georgetown today that The Bahamas Prime Minister Hubert Ingraham, Chairman of CARICOM, will host an Emergency Session of the CARICOM Heads of Government Conference in Nassau, The Bahamas on 11-12 October, to discuss the impact on the Region of the 11 September terrorist attacks in the United States.

The Caribbean Community Secretariat has been informed about the death on 11 September 2001 in Belize of Judge Edward A. Laing, Member of the International Tribunal on the Law of the Sea and former Ambassador/Permanent Representative of Belize to the United Nations, the Organisation of American States, and High Commissioner to Canada, at the age of 59.
