Community Council of Ministers

The Community Council of Ministers held its Second Special Meeting on July 3, 2004 in accordance with the decision taken at its Fourteenth Meeting, which was held in Trinidad and Tobago on 18 June 2004. The Chairman of the Meeting was The Hon. Elvin Nimrod, Minister of Foreign Affairs and International Trade of Grenada. The Meeting was primarily to discuss the recommendations for the restructuring of the CARICOM Secretariat. It also received and reviewed an update on the situation in Haiti.

On behalf of the Government and people of Trinidad and Tobago, it gives me great pleasure to welcome delegates to Port of Spain and to the Fourteenth Meeting of the Community Council of Ministers. As you are aware, Trinidad and Tobago did not hesitate to host this Meeting when the request was made by the Secretariat.

The Community Council of Ministers of the Caribbean Community (CARICOM), the second highest Organ of the Community, held its Fourteenth Meeting on June 18, 2004 at the Crowne Plaza Hotel, Port-of-Spain, Trinidad and Tobago. Opening remarks were delivered by H.E. Mr. Edwin W. Carrington, Secretary-General of CARICOM; the Hon. Harold Lovell, Minister of Foreign Affairs, Tourism, International Trade and Transport of Antigua and Barbuda, who Chaired the Meeting; and the Honourable Knowlson Gift, Minister of Foreign Affairs of Trinidad and Tobago.

The Community Council of Ministers, the second highest organ of CARICOM met on Monday under the chairmanship of the Hon. Osborne Riviere, Minister of Foreign Affairs, Trade and Marketing of Dominica in Georgetown, Guyana. Its priority issue was the consideration of the arrangements including the agenda for the upcoming 14th Inter-Sessional Meeting of the Conference of Heads of Government scheduled for Port-of-Spain, Trinidad and Tobago on February 14 and 15.

Four years ago in Nassau, The Bahamas, this Council held its inaugural meeting. The then Chairman counselled that it behoved us to ensure that this body made certain that the Community could no longer carry on with "business as usual."
