(CARICOM Secretariat, Georgetown, Guyana) The first Regional Workshop bringing together some seventeen Civil Registrars and Vital Statisticians from Caribbean Community (CARICOM) Member States ended in Georgetown, Guyana on Wednesday, 6 April, with participants endorsing an initiative to establish a CARICOM Association of Civil Registrars and Vital Statisticians.

I join in thanking the Government and People of Mauritius for hosting this meeting. The quality of the hospitality, for which we extend our gratitude, has certainly served to enhance the prospects for significant achievements by the Meeting. I extend congratulations to you Secretary-General, and to your team for the organizational arrangements which have also facilitated our deliberations.
(CARICOM Secretariat, Georgetown, Guyana) The devastating 2004 hurricane season in the Caribbean, the recent catastrophic underwater earthquake and resulting tsunamis in Asian coastal and Island countries, an earthquake which caused millions of dollars in damagde in Dominica in November and quakes in Trinidad and Tobago and Cayman Islands provide a chilling backdrop to the participation by the Caribbean's small island and low-lying coastal states in the International Meeting to the Review the Barbados Programme of Action (BPOA) for Small Island Developing States (SIDS) being held in Mauri
The CARICOM Region should look to breathing much cleaner air and accessing cheaper electricity over the next few years with the execution of the Caribbean Renewable Energy Development Programme (CREDP).
A Global Environmental Facility (GEF) grant of US$3.726 million made available through the United Nations Development Program (UNDP) is the most recent addition to the international financial assistance already secured for the Programme.

Permit me firstly, to join with the previous speakers in expressing sincere thanks and appreciation to the Government and People of The Bahamas, for hosting this meeting. There is no need for me to stress how important the subject of our deliberations is. My comments will be brief and to the point.
The CARICOM Mission to India led by the Hon. K.D. Knight, current Chairman of the Community Council of Ministers and Minister of Foreign Affairs and Foreign Trade, Jamaica continued its five-day visit with stops at a number of Hi-Tech organizations in Hyderabad in Andhra Pradesh (State). The Delegation, which includes Secretary-General Edwin Carrington and Special Assistant Glenda Itiaba, met with representatives of the e-Seva Centre – a one stop agency designed to integrate, simplify and upgrade the provision of government services to the wider population.
It is widely acknowledged that any effective drug prevention program must have a strong youth focus as young people are among the most vulnerable to the allure of illicit substances. For this reason the United Nations Office on Drugs and Crime (UNODC) Caribbean regional field office is preparing to launch the United Nations Global Youth Network in the Caribbean in cooperation with Caribbean Community (CARICOM) and the Barbados National Council on Substance Abuse (NCSA).Â
Secretary General of the Caribbean Community (CARICOM), Mr Edwin Carrington, is slated to deliver the key note address at the eighth National Consultation with Civil Society in Saint Lucia as the Community advances towards its goal of integrating ideas from the non-government sector into a forward-looking strategy for the Region.
The government of Saint Lucia through the Ministries of Foreign Affairs and Community Development will host the forum in Castries, Saint Lucia's capital, tomorrow, 19 October 2001.

Mr President, we thank you for the opportunity to address this august chamber on a subject which spells life or death to the countries of our Region - the Caribbean.
Held as it was in Barbados - a founding Member State of the Caribbean Community - the 1994 SIDS Conference and the resultant Barbados Plan of Action are of particular significance to the Caribbean Community.
