We are all aware of Ambassador LaRocque’s long-standing relationship with the COTED, first as the representative of Dominica and later as the Assistant Secretary-General for Trade and Economic Integration in the CARICOM Secretariat.

​I am indeed delighted to welcome you all to Guyana for this Thirty-Seventh Special Meeting of the Council for Trade and Economic Development (COTED) on Environment and Sustainable Development.

Ladies and Gentlemen_ It is indeed encouraging that we are meeting at this time to focus on this theme which is critical to us as a Region. In the Declaration of Barbados which ensued from the Global Conference on the Sustainable Development of Small Island States, we affirmed, that sustainable development programmes must seek to enhance the quality of life of our peoples.

The Regional Information and Communication Technology (ICT) for Development Strategy is more appropriately named the Regional Digital Development Strategy (RDds)), to acknowledge the vision for the Region. The Report is presented in two parts_

Part 1_ which outlines the Proposed Draft Strategy, and

Part 2_ which gives the background and establishes the process for and the framework within the Regional Digital Development Strategy was developed.

CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Ministers of Foreign Affairs of the European Union (EU), Latin America and the Caribbean (EU-LAC) met in Madrid, Spain on Monday to finalise the “Madrid Documents” for approval by Heads of State and Government attending the Sixth EU-LAC Summit on Tuesday.
The endorsement of the Madrid Documents would represent a new strategic relationship between Europe and Latin America and include a new financing line in Brussels for Latin America and the Caribbean. The documents also include the following_
