(CARICOM Secretariat, Georgetown, Guyana) The birth of a child often evokes a wellspring of hope and joy, as well as a sense of pride. For the Caribbean Community (CARICOM) family, the inauguration of the Caribbean Court of Justice (CCJ) on Saturday 16 April 2005 in Trinidad and Tobago was truly a time of celebration and a moment of Caribbean euphoria for it marked the culmination of a century old period of gestation, and the birth of the Region's final Court of Appeal.

(CARICOM Secretariat, Georgetown, Guyana) Caribbean Community (CARICOM) Ministers with responsibility for economic development issues will meet under the umbrella of CARICOM’s Council for Trade and Economic Development (COTED) in Guyana, 11-12 May 2005. The Ministers will be guided in their deliberations by discussions and recommendations from their officials who are scheduled to meet on 9-10 May 2005, also in Guyana.

(CARICOM Secretariat, Georgetown, Guyana)Β Β  The February 03 ruling by the Judicial Committee of the Privy Council that the legislation enacted by Jamaica to establish the Caribbean Court of Justice (CCJ) is unconstitutional, has the potential for profound adverse effects on the establishment of the CCJ and the effective implementation of the CARICOM Single Market and Economy (CSME). This will be the foremost topic for discussion when the Caribbean Community's (CARICOM) Legal Affairs Committee (LAC) meets in Suriname on 9 -11 February 2005.

Heads of Government of the Caribbean Community (CARICOM) met in Port-of-Spain, Trinidad and Tobago, for the Tenth Special Meeting 8-9 November 2004, pursuant to the decision of the Conference at its Twenty-Fifth Regular Meeting at Grand Anse, Grenada in July 2004 to convene a Special Meeting to discuss progress towards the establishment of the CARICOM Single Market and Economy (CSME), including realising the Single Market targets by 2005.

Caribbean Community (CARICOM) Ministers of Education have agreed to work closely with the Commonwealth Secretariat, which will undertake a study, to articulate the implications of the managed migration of the Region's skilled human resources.

During a press conference following the conclusion of the Eleventh Meeting of the CARICOM Council for Human and Social Development (COHSOD), held in Georgetown 28-29 October, the Ministers expressed satisfaction that much ground had been covered at the two-day forum where the issue of skilled migration was high on the agenda.

The CARICOM Single Market and Economy (CSME) Officials of Caribbean Community (CARICOM) Member States met in Georgetown today, to participate in a training workshop in the use of database, which was developed to monitor the movement of skilled nationals in respective Member States.

The database, which was developed by the Statistical Department of the CARICOM Secretariat in collaboration with the Directorate of Human and Social Development and the CSME Unit, is designed to provide Member States with timely information on the free movement of skilled nationals.

The CARICOM Secretariat is receiving technical assistance valued at over half a million US dollars from the United States Agency for International Development (USAID) for Public Education on the CARICOM Single Market and Economy (CSME). The assistance package is channeled through the USAID Caribbean Trade and Competitiveness Development Programme C-TRADECOM.

The implementation of the CARICOM Single Market and Economy (CSME) by 2005 is crucial to the social and economic advancement of the peoples of the Region in an era of increased globalisation and dominance by large economic groupings, Chairman of the Caribbean Community (CARICOM) and Prime Minister of Antigua and Barbuda, Hon. Baldwin Spencer told staff of the CARICOM Secretariat in Guyana today.
