Although small in terms of population, the Caribbean is renowned for its creativity. Its cultural diversity is manifested in a variety of artistic expressions including folklore, crafts, performances, music festivals, and carnivals.

Despite the Caribbean's great potential in the entertainment sector, important domestic challenges - emanating from both public and private sectors - have long impeded the successful growth of creative industries.

Every human being is entitled to the enjoyment of the highest attainable standard of health conducive to living in dignity. Access to health care, which includes access to essential medicines,
is a prerequisite for realising that right. National medicines expenditures, as a proportion of total health expenditures, currently range from 7% to 66% worldwide.

The year 2012 marked the advent of an era of change in the Caribbean Community (CARICOM). In major meetings and interactions over the year, Heads of Government unequivocally restated their commitment to regional integration, but recognised the need for change and reform. They committed to pragmatic action to deepen the integration movement with emphasis on putting people at its centre.

These guidelines have been prepared to help integrate and mainstream the concerns and issues related to older persons into disaster risk management programmes and processes. They outline difficulties faced by older persons in disasters and present actions that should be considered and implemented at different operational levels, from the national policy level through sub-national, facility and individual levels.
