This Concept Paper on the development of franchising of services within the CARICOM Single Market and Economy has been prepared in accordance with the ā€œGuidelines and Expected Outcomesā€Ā  of a Contract of Service between G. L. Sydney Simmons of No. 11 Hope Park, St. George, Barbados, and the CARICOM Secretariat.

In the short-term, travel and tourism is expect ed to continue to be negatively affected by the downturn in global economies, increasing unemployment, reduced disposable incomes and reduced demand for leisure a nd business travel. However, UNWTO has made the observation that ā€œpast experience has shown that travel and tourism always rebounds from cyclical downturns - sometimes even stronger than beforeā€. Indeed, the6.5% average annual growth rate in international arrivals over the period 1950 to 2005 is evidence of the sector’s resilience and robustness over the long-term.

This Concept Paper has been commissioned by the CARICOM Secretariat to be presented at a Regional symposium to develop the ā€œElements of the Strategic Vision for Services Sector Development in the Caribbean Community (CARICOM)ā€. As a start the paper has to understand the level of need for efficient air transport services in the CARICOM Region (Region).

The global postal network of which the Caribbean region is part is committed to an affordable, accessible universal service treating the world as a single postal territory for the reciprocal exchange of communications items.Ā  This network with six hundred and sixty thousand post offices and eleven million employees continues to evolve and develop through the use of modern technology, operating systems and methods in order to ensure its viability and sustainability.Ā  It is also ideally placed to help build the necessary infrastructure on which to base an integrated information society.
