The aim of the report is to outline a framework for the reformulation and reinvention of the CARIFESTA festival. The report is divided into two main sections: a strategic review and analysis and the articulation of the strategic plan. The report has focused on analyzing the history, context and prognosis of the CARIFESTA festival. The strategic analysis suggests that the festival is uncompetitive in the regional and international context and no longer fulfilling its mandate and consequently is ripe for change.

The CARICOM Secretariat’s Education Programme ensures inclusive, equitable, quality education and promotes lifelong learning opportunities for the Region. As part of this responsibility, the Programme has developed a Human Resource Development 2030 Strategy, which is currently being implemented.

Described as the “Caribbean Community’s greatest poet, playwright and theatrical director”, Dr. Derek Walcott of Saint Lucia received the OCC during the first conferment in 1992.

A literary laureate of high acclaim, Dr. Walcott received the coveted Nobel Prize for Literature in 1992 generating much pride among his fellow Caribbean citizens.

Sir W. Arthur Lewis, won a Nobel Prize in 1979 for pioneer­ing research on economic development in emerging countries.  A professor emeritus of political economy at Princeton, he died in his sleep at his home in Barbados. He published a book, “The Theory of Economic Growth,” in 1954 that is regarded as the seminal study in the field.
