At this our Tenth Meeting here in Grenada, we, the Heads of Government of the Caribbean Community inspired by the spirit of cooperation and solidarity among us are moved by the need to work expeditiously together to deepen the integration process and strengthen the Caribbean Community in all of its dimensions to respond to the challenges and opportunities presented by the changes in the global economy.

The Tenth Meeting of the Conference of Heads of Government of the Caribbean Community was held at Grand Anse, Grenada, from 3-7 July 1989. The Ninth Meeting of the Conference of Heads of Government of the Caribbean Community was held at Deep Bay, Antigua and Barbuda from 4 to 8 July 1988. For the second successive year, and the second time in the history of the Conference, all member States were represented at the level of their Heads of Government. The second meeting of the Mexico-Caribbean Community (CARICOM) Joint Commission was held in Mexico City on 7-8 April, 1988.

The Mexican Delegation was led by Ambassador Miguel Angel Olea Sisniega, General Coordinator of Advisors to the Mexican Secretary of Foreign Affairs. The Caribbean Delegation, in turn, was led by Mr. Roderick Rainford, Secretary-General of CARICOM.

The Eight Meeting of the Conference of Heads of Government of the Caribbean community was held in Castries, Saint Lucia from 29 June 1987 to 3 July 1987. For the first time since that Inaugural Meeting of the Conference in Saint Lucia in 1974, all Member States were represented by their Heads of Government.
