universal primary and secondary education, and are making significant progress in universal early childhood education.
From the inception of the regional integration movement, the narrative has always maintained the focus on people as central to the process of bringing the Caribbean together and it is vital –
if this is to be attained - that an effective functional framework for education and human resource development be constructed.
