Public  education  for children  and youth  is  a  very  high  priority  in  the  Caribbean as  a  whole and the me mber  states  of  the  Commonwealth  Caribbean
.   
All  countries  have  met  the  Millennium  Development Goal  of  universal  primary  education;  a lmost  all  countries  have  compulsory  education  for  children  ages five  to 16,  have  achieved 
universal  primary  and  secondary  education,  and  are  making  significant  progress in  universal  early  childhood  education. 

While  primary  and  secondary  education are  offered  without fees,  early  childhood  education  in  many  countries  is  offered  in  partnership  with  the  private  sector  for  a fee.
Girls  and  boys  both  enter  the  early  childhood  and  primary  cycles  of  education,  apparently  survive to  the  end  of  primary  school,  and  enter  the  secondary  cycle  as  part  of  th
