Having deliberated on a Vision for the future of the Region, and recognising the need for ensuring that the integration of the Region must be made more meaningful for its people, especially the Youth, adopted the Consensus of Chaguaramas as follows_

As you are aware, I have been assigned responsibility by the Conference of Heads of Government of the Caribbean Community for the implementation of the Herdmanston Accord and Saint Lucia Statement. This assignment is in pursuance of the commitment of the Conference to support the process of political normalisation in Guyana. The purpose of my visit to Guyana is to update myself on the progress of the Constitutional Reform process and the Political Dialogue mandated by the Herdmanston Accord.
The Caribbean Community (CARICOM) Secretariat, the Latin American Economic System (SELA) and the Spanish Agency for International Co-operation (AECI) will meet at the Association of Caribbean States (ACS) Secretariat's offices in Port-of-Spain, Trinidad and Tobago, 29-30 October 1999.
This meeting comes in the wake of the discussions held last July in Port-of-Spain between CARICOM leaders and the Prime Minister of Spain, Don Jose Maria Aznar prior to the XIX Meeting of the Conference of Heads of Government of the Caribbean Community.

On behalf of the Caribbean Community Secretariat, let me welcome you to this launching of the Caribbean Charter on Health and Ageing.
Caribbean Charter on Health and Ageing was launched in Guyana today Wednesday 20 October, 1999. The Charter has as its guiding principle a coordinated, systematic approach for ensuring the health and full integration and participation of older persons in Caribbean societies and economies.
A Vision for the Community in the 21st Century will be the main focus of The Conference of Heads of Government of the Caribbean Community when it convenes for the Seventh Special Meeting in Chaguaramas, Trinidad and Tobago on October 26-27, 1999.
A range of social issues influencing life in the Caribbean Community (CARICOM) will be addressed when CARICOM Ministers on the Council for Human and Social Development (COHSOD) meet in Guyana on the 20th and 21st October, 1999.
The Third Meeting of The Council will address matters relating to the Free Movement of Skills and People in the Region, and Sport Sector Development and Strengthening. Human Resource Development, and National Policies for the Sport Sector are among the issues to be considered.
Representatives at the Second Sitting of the Assembly of Caribbean Community Parliamentarians (ACCP), which ended in Grenada on Friday, have come out in support of the Caribbean Court of Justice.
