A Special Meeting of the Conference Heads of Government of the Caribbean Community is being organised to take place in Santo Domingo, Dominican Republic on Friday, 16 April.
Introduction
As Secretary-General of the Caribbean Community I wish to express my appreciation to the North East regional Caribbean Students Conference for inviting me to deliver the keynote address at the last such Conference of this Century. I consider it not only an honour but my duty to be here. The title of my address this evening was chosen to concur with the theme of your Conference - Regional Integration - a subject to which I have devoted most of my professional life.
On 29 March 1999, CARICOM learnt with surprise of the decision of the Costa Rican candidate for the position of Secretary-General of the Organisation of American States (OAS), to withdraw his candidacy for the elections due in June 1999.

The Fourth CARICOM-Central America Ministerial Meeting was held in Georgetown, Guyana, 22 March 1999. Ministers welcomed the Dominican Republic and expressed their satisfaction at that country's participation in the Meeting.

Ministers met to analyse the development of relations between both sub-regions with the objective of continuing to advance issues of mutual interest, in an open spirit of cooperation among all the States taking part in this dialogue.
The Tenth Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community, was held in Paramaribo, Suriname on 4-5 March, 1999.
