Pro-vice Chancellor and Principal of the University of the West Indies Professor Hilary Beckles, Honorable Ministers of Government, Heads of Diplomatic Missions and International and Regional Organisations, Faculty and staff of UWI, Graduates, Ladies and Gentlemen,

Thank you for the invitation to address this Commencement Ceremony of the University of the West Indies. For me this holds particular significance, since I have very fond memories of my time at the Department of Natural Sciences from 1968 to 1971.

Salutations

The Secretary General unfortunately could not be present this morning since he is presiding at a Council of Ministers meeting which coincides with this one. He has asked me to represent him here this morning and to convey his best wishes for a successful opening ceremony and week of activities.

It is my pleasure to be here at this Ninth Meeting of COHSOD, which focuses on labour issues in the context of human resource development in the Caribbean. However, let me first of all extend the apologies of the Hon Walter Sandriman, Minister of Education and Community Development of the Government of the Republic of Suriname who is the outgoing Chair of COHSOD, and who is unable to be here today because of other official commitments.
