President Aristide has submitted his resignation as the President of Haiti and has left the country for an undisclosed destination. We are bound to question whether his resignation was truly voluntary, as it comes after the capture of sections of Haiti by armed insurgents and the failure of the International Community to provide the requisite support, despite the appeals of CARICOM.

I was deeply honoured to receive the invitation extended by President James to be the guest speaker at this important event in the Rotary calendar. I was especially pleased to learn that the theme was_ “Lead the Way”, since leadership means having the opportunity to serve people in a special way.
Andrew Carnegie once stated_ “Take away my people, but leave my factories, and soon grass will grow on the factory floors. Take away my factories, but leave my people, and soon we will have a new and better factory”.
Ladies and gentlemen, I am happy to be here with you at the Mona Campus of the UWI on an occasion that reflects the continuous march of our collective Caribbean people to secure our rightful place in this global village.
I have no doubt that everyone here today understands that we cannot secure a permanent place in the global village without scientific and technological advancements, and, indeed, an unprecedented level of technological progress.

Ladies and Gentlemen
It is with mixed feelings that I take part in this very important ceremony today. Mixed feelings because as you all know earlier this week there was the unfortunate passing of the Honourable Pierre Charles, the late Prime Minister of Dominica, on Tuesday, 6 January. Mixed feelings because today, I have the privilege and honour to sign, on behalf of CARIFORUM, a Financing Agreement, which provides for financial support valued at 11.95 Million Euro for Air Access Improvement for Dominica.
The Caribbean Community is shocked and deeply saddened by the sudden death of the Prime Minister of the Commonwealth of Dominica, the Hon. Pierre Charles and who also served as Lead Head of Government with responsibility for Labour, including the movement of skills within the Community.
