Allow me to join with the Secretary General of CARICOM in thanking the Government of the Republic of Suriname for its graciousness in being excellent host to this the Eighth Meeting of the CARICOM Council for National Security and Law Enforcement. I am certain that I speak for all present.

We have all been the beneficiaries of the exceptional service and organization that has been displayed in the coordination for this Meeting thus far, as well as the ones which preceded it.

This is for me a most pleasant duty to extend a very warm welcome to all of you, to those participants and presenters who have travelled to Guyana and in particular to those of you for whom this is your first visit to the site of the Headquarters of the Caribbean Community.

It is my pleasure to make this statement on behalf of the Caribbean Community (CARICOM) on this the third Anniversary of World Telecommunications and Information Society Day which we commemorate today under the theme “Protecting Children in Cyberspace”.

New Information and Communication Technologies (ICTs) have irreversibly changed the world we live in by accelerating the pace and volume of innovation. This has fundamentally changed the way we transmit, receive, adapt and use knowledge and information.

Permit me to say a few words as this Meeting of the Council for Trade and Economic Development (COTED) gets underway. I first want to welcome you Madame Chair to your first meeting of the Council and to say what better place to start than at the top! I am sure that your colleagues, like myself, look forward to your guidance, as we seek to resolve the many thorny issues on the Agenda before us.
