Salutations

When the first phase of the World Summit on the Information Society (WSIS) concluded in Geneva in December 2003, there were agreements on many important issues, including freedom of expression and enabling environment. There were however two unresolved issues at the summit_ one was financing and the other Internet governance, which were left to be debated, analysed and solved by the second phase of WISIS.
