Today I am extremely honoured to welcome His Excellency Charles Maynard, and to receive his Credentials accrediting him as Dominicaâs Plenipotentiary Representative to the Caribbean Community (CARICOM).
Your Excellency, I welcome you on this occasion to the new Headquarters of the Caribbean Community.
I am pleased to welcome you on behalf of the CARICOM Secretariat and in particular the members of the Directorate of Human and Social Development. This past year has been a very active period for the Directorate and, indeed, the entire Secretariat.
As the Region embraces the theme of this yearâs Worlds Standards Day âStandards for a Safer Worldâ, we are enjoined to focus on industry best-practices, new and emerging technologies, new barriers to trade as well as emerging threats to health, safety and the environment.

Salutations
When the first phase of the World Summit on the Information Society (WSIS) concluded in Geneva in December 2003, there were agreements on many important issues, including freedom of expression and enabling environment. There were however two unresolved issues at the summit_ one was financing and the other Internet governance, which were left to be debated, analysed and solved by the second phase of WISIS.
