The objective of the consultancy is to appoint a Technical Advisor who will drive the implementation of the activities identified in the Commission’s Work Plan, ensuring timely acceptance of recommendations by all stakeholders and adoption of recommended strategies, including Member State governments.

The purpose of the Project is to develop and implement a regional strategic and action plan for Sporting Services in CARIFORUM through harnessing the varied and diverse resources of the Member States.  This Project also seeks to promote a harmonised approach to the development of the sub-sector in CARIFORUM with the aim to export.

The purpose of the Project of which this contract will be a part is to undertake the analytical assessments to allow for the formulation of recommendations on the re-design of the proposed Community Investment Policy Framework including the draft CARICOM Investment Code within the context of the provisions of the Revised Treaty, contemporary investment policy perspectives as well as technical work undertaken for the Single Jurisdiction Project and the Regional Investment Promotion Strategy. 

The Consultant will undertake an assessment of the application of the ICDTA by signatory Member States within the context of experience gained in administering the Agreement and current global developments regarding tax transparency, tax base protection.  This assessment will be based on, inter alia, desk research and in-country consultations with relevant stakeholders/collaborators and should facilitate the formulation of recommendations on –

Modifications to the ICDTA;

The harmonized corporate tax instrument to complement the ICDTA;

The Caribbean Community (CARICOM) Secretariat has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to US$193,200 towards the cost of Technical Assistance for the Implementation of the Work Plan of the CARICOM Commission on the Economy Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.  Payments by CDB will be made only at the request of The Caribbean Community (CARICOM) Secretariat and upon approval by CDB, and will be subject in all respects to the terms and

The purpose of this Consultancy is to enhance knowledge management and create information products which will convert and repackage the collective body of information gathered and/or generated by the activities under Components 1, 2 and 3 of the Intra-ACP APP project for the purposes of improved target- specific reporting, communication and visibility.
