The Ninth Special Meeting of the Conference of Heads of Government of the Caribbean Community was held in Castries, Saint Lucia, on 13-14 November 2003. The Most Hon P.J. Patterson, ON, Prime Minister of Jamaica and current Chairman of the Conference presided over the Meeting.
CARICOM Heads of Government will be meeting in Castries, Saint Lucia, on the 13-14 November 2003, at their Ninth Special Meeting, to deliberate on issues arising from the Twenty-Fourth Conference of Heads of Government of the Caribbean Community, held in Jamaica in July of this year.
The Meeting is being viewed as an opportunity for taking stock of the progress made on the issues discussed at the last Conference and for giving fillip and direction to the work to facilitate the earliest possible conclusion.
The Caribbean Community (CARICOM) extends its warmest congratulations to Senator the Honourable Julian Hunte, OBE, Minister of External Affairs, International Trade and Civil Aviation of Saint Lucia on his recent election as President of the 58th Session of the United Nations General Assembly (UNGA).
Caribbean Economies face significant difficulties of both a short and long-term nature. The short term problem results from declining performance in both the traditional and non-traditional sectors and is manifested in declining rates of growth in real output, stagnation in holdings of foreign reserves, and rising fiscal deficits. The situation is more critical for some of the States than others. Accordingly, Heads of Government have agreed to a Framework for treating with both facets of the problem.
