I am delighted to welcome all of you who have honoured the invitation to this 6th Special Meeting of the Council for Human and Social Development. Your presence here, is fitting testimony to your commitment to the urgent need for us to work harmoniously together in facing the challenges of Human and Social Development, as they relate to education at all levels of the system.

This Meeting provides a forum for dialogue with the objective of evolving enduring solutions to the human development constraints facing the Caribbean Region.

The Sixth Special Meeting of the Caribbean Community’s (CARICOM) Council for Human and Social Development (COHSOD) begins in Port-of-Spain, Trinidad and Tobago, starting at 9_00 a.m. on Monday, 31 March with a focus on Education.

The two-day meeting at the Trinidad Hilton Hotel and Conference Centre to be presided over by the Hon. Walter Sandriman, Suriname’s Minister of Education and Community Development, will consider among other issues, the migration of teachers from the Caribbean.

It is my pleasure to welcome you to this important meeting which is essentially a follow up to the UN General Assembly Special Session on the Rights of the Child held in New York in May this year. It also provides an opportunity for the Caribbean to continue the process of building on the previous proposals for a Regional Framework to guide further initiatives in this area. The Secretariat wishes to acknowledge the support from UNICEF for this meeting and in particular for its sponsorship of the Background paper that will be a focus of the discussions.

The Third Meeting of the CARICOM Council for Human and Social Development takes place in Georgetown, Guyana on 13 and 14 January 2000. The Opening Session will begin at 09_30hrs, in the Savannah Suite of the Pegasus Hotel.

CARICOM Secretary-General, Mr. Edwin W. Carrington will deliver the Opening Remarks. Other remarks will be made by Hon. Henry Jeffrey, Minister of Health and Labour, Guyana and Hon. Damian Greaves, Minister of Community Development, Culture, Local Government and Cooperatives, Saint Lucia.

A range of social issues influencing life in the Caribbean Community (CARICOM) will be addressed when CARICOM Ministers on the Council for Human and Social Development (COHSOD) meet in Guyana on the 20th and 21st October, 1999.

The Third Meeting of The Council will address matters relating to the Free Movement of Skills and People in the Region, and Sport Sector Development and Strengthening. Human Resource Development, and National Policies for the Sport Sector are among the issues to be considered.
