(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Secretary General of CARIFORUM/CARICOM His Excellency Edwin Carrington and European Commissioner for Development and Humanitarian Aid , Mr. Luis Michel , on Monday, 08 January, 2007 signed a Financing Agreement for a grant of €40.5M to support the Caribbean Region in achieving its objective of regional economic integration and repositioning into the world economy.

The signing took place at the Commission's headquarters in Brussels.

Over the years I have learnt to take up any offer to hold hands with the media with a hint of trepidation. But this time around I feel safer as the chaperone is the United Nations. And even though not the blue helmets of the peacekeeping force, the United Nations Population Fund grants me enough cover to feel reasonably safe particularly as over the years we have had a close and fruitful co-operation relationship. We look forward to an even closer and more productive relationship in the face of the upcoming restructuring.

For the second time in less than a week, it is a great pleasure for me as Secretary-General of CARIFORUM to be participating in a signing ceremony with a representative of the European Union.

Just last Saturday in Barbados, Ambassador Amos Tincani, the European Delegate to that Member State in he Region, and I signed a rider to an agreement which benefited the West Indies Rum and Spirits Producers Association (WIRSPA). That was a good agreement.
