I am pleased to welcome you on behalf of the CARICOM Secretariat and in particular the members of the Directorate of Human and Social Development. This past year has been a very active period for the Directorate and, indeed, the entire Secretariat. As you know, 2005 has been designated the Year of the CSME when it is expected that all Countries of the Community would have fulfilled the requirements for giving effect to the free movement of goods and services. Well we are down to the wire so to speak.

The idea of the Commission for Health and Development arose out of the concern that the Report of the WHO Commission on Macro-economic and Health, though it provided a dynamic frame of reference did not adequately portray the Caribbean situation.

Hence the Ministers of Health at COHSOD VII in April 2002 recommended that a task Force be established and the Heads of Government in July 2002 mandated the establishment of the Caribbean Commission on health and Development.ย  In January 2003 the Commission was established with the Support of the WHO- Macro economic Committee.

It is my pleasure to chair this opening session of the Eleventh Meeting ofย  the COHSOD which focuses on education and training . I am pleased that so many Ministers, officials and representatives of collaborating agencies and development partners are with us today as we try to resolve some critical issues that underscore the intricate linkages between social and economic policies, especially in the context of the CSME process and the role that education plays in the development of human resources required for a CSME that is competitive in the global arena.

The Context of PANCAP_ Creating Global Partnerships for development

By mahtabala, 8 November, 2003

It is my pleasure to bring you greetings on behalf of the CARICOM Secretariat and in particular the Secretary-General and indeed the entire CARICOM Family. This workshop is a very important one as it deals with one of the priority areas_ law ethics and human rights identified in the Caribbean Regional Strategic Framework of the Pan Caribbean Partnership against HIV/AIDS. Law, ethics and human rights are identified also as one of three elements in the PANCAP proposal to the Global Fund along with care and treatment and prevention.
