The Government of Saint Vincent and the Grenadines (GOSVG) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD4,641,000, towards the cost of the Energy Efficiency Measures and Solar Photovoltaic Plant Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSVG and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.

The objective of the consultancy is to lead as well as coordinate and monitor all aspects of the implementation of the Project. The duration of the assignment is expected to be for a period of twelve (12)Â months initially.Â

Accordingly, the services of a Project Coordinator (PC) is hereby being sought. The PC will lead the implementation team and will be responsible for coordinating and monitoring all aspects of the implementation of the Project. The PC will be supported by an Engineering Consultant (EC), who will oversee the government buildings upgrades and installation of the solar photovoltaic (PV) system. A Project Engineer (PE) from the St. Vincent Electricity Services Limited (VINLEC) will oversee the street lighting installation works by VINLEC personnel and disposal of disused materials.

A. Strengthening the capacity of the NDA/FP:
Strengthen the NDA/FP’s capacity to carry out its roles and responsibilities. Strengthening will be achieved through engagement in active communication with the GCF and all stakeholders, and through training provided to the NDA staff, the scope of which will not be limited to_
i. Increase knowledge of climate change and finance priorities
The Caribbean Disaster Emergency Management Agency (CDEMA) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to EUR745,938 towards the cost of the Implementation of the Model Safe School Programme in the Caribbean Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued.
CDEMA, the Executing Agency, now wishes to procure consultancy services for the Project Coordinator for the Implementation of Model Safe School Programme in the Caribbean Project.
The Project Coordinator will work closely with participating ministries within the GoSVG, and with the World Bank project team. The Project Coordinator will organize and plan project implementation activities and will manage project staff efforts in project development and planning, preparation, and execution. The Project Coordinator shall also be responsible for ensuring project activities are conducted in accordance with GoSVG and World Bank requirements.
