Pursuant to Paragraphs 3-7 of Article 84 of the Revised Treaty of Chaguaramas establishing the Caribbean Community including the CARICOM Single Market and economy, the Secretary-General herein submits his Report to the COTED on Certificates issued during the period 26 March 2020 to 9 October 2020 authorizing the use of extra-regional inputs for the manufacture of goods which shall be deemed to be of Community Origin.
Pursuant to the Authority conferred upon the Secretary-General in accordance with Article 83 (4) of the Protocol to Amended Article 83 of the Revised Treaty of Chaguaramas Establishing the Caribbean Community, including the CARICOM Single Market and Economy, the Secretary-General herein submits the Report to the COTED on the exercise of this authority during the period 20 MARCH 2020 TO 9 OCTOBER 2020to grant to Member States, authority to suspend the Common External Tariff (CET).
Objectives of the CARICOM Partnership
The Partnership will respond to the issues outlined above in this paper and will support new challenges faced by CARICOM Governments of the 21st century, with an extremely dynamic environment, a rapidly changing labour market, and increasingly diverse societies – in essence, helping to “future proof” CARICOM development.
This regional partnership programme is envisaged to deal with four main target groups (beneficiaries and end-users) –

This Handbook provides information on election observation in general, background to and Terms of Reference (TOR) for CARICOM Election Observation and an aggregation of internationally accepted techniques in election observation that have been developed over the past decade. Its purpose is to provide an easy source of reference for CARICOM Election Observers, both new and experienced and should be used to complement country specific materials that are usually prepared and distributed by the Caribbean Community (CARICOM) Secretariat prior to the mounting of a Mission.
The aim of the report is to outline a framework for the reformulation and reinvention of the CARIFESTA festival. The report is divided into two main sections: a strategic review and analysis and the articulation of the strategic plan. The report has focused on analyzing the history, context and prognosis of the CARIFESTA festival. The strategic analysis suggests that the festival is uncompetitive in the regional and international context and no longer fulfilling its mandate and consequently is ripe for change.
