AIMS AND OBJECTIVES OF THE PROJECT AND THE CONSULTANCY

The aim of the project is to expand the system that has been installed so that potable water can be made available throughout the island of Carriacou. This will help to increase the island’s resilience to withstand periods of extended drought arising from Climate Change and support quick recovery in the aftermath of any natural disasters like hurricanes. The supply of potable water will contribute to the health and wellness of the island through a reduction in the likelihood of incidence of water borne diseases outbreaks.

Specific Objective

2.2 The specific objective of this Consultancy is to produce an updated and comprehensive Procurement Handbook for the Centre that reflects overall significant improvement in content and structure to the Centre’s existing Procurement Manual.

2.3 With respect to ‘content’ the updated Procurement Handbook must inter alia_
i) cover procurement activities pertaining to the sourcing of goods and services, including consulting, non-consulting and infrastructural development services;

The CARICOM Secretariat, the Executing Agency, with financial assistance under the 11th EDF PAG wishes to procure consultancy services for the “Conducting of a CARIFORUM Workshop Series on EPA Opportunities and Benefits – Enhancing Knowledge and Awareness”.

Consultancy to conduct a study of human trafficking in the CARIFORUM region.  This study is being commissioned to (a) assess the true nature and extent of human trafficking in the region by identifying the current state of trafficking in each CARIFORUM Member State and the current knowledge gaps, (b) describe the efforts Member States are making to treat with the problem, including implementation of legislation and (c) develop a repository for human trafficking. This study will help to determine priorities for next-steps and the development of future anti-human trafficking activities.

Supply and installation of a solar PV array on five (5) classroom gable roofs of the Saint Vincent and the Grenadines Community College, Division of Vocational and Technical Education in Arnos Vale, Saint Vincent and the Grenadines.  

The Government of Saint Vincent and the Grenadines (GOSVG) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD4,641,000, towards the cost of the Energy Efficiency Measures and Solar Photovoltaic Plant Project and intends to apply a portion of the proceeds of this financing to eligible payments under a contract for which this invitation is issued. Payments by CDB will be made only at the request of GOSVG and upon approval by CDB, and will be subject in all respects to the terms and conditions of the Financing Agreement.

The objective of the consultancy is to lead as well as coordinate and monitor all aspects of the implementation of the Project. The duration of the assignment is expected to be for a period of twelve (12) months initially.
