It is with deepest regret, shock and sadness that the members of staff of the CARICOM Secretariat and I have learnt of the passing of Hugh Desmond Hoyte, SC, MP., former President of Guyana, on Sunday morning 22 December 2002 at his residence in Georgetown, Guyana.
Hugh Desmond Hoyte was a man who had to be respected for his rare qualities. An erudite man, he could not be faulted for his commitment to his country nor to his region as the historical Herdmanston Accord and Saint Lucia statements attest.
CARICOM Secretary-General, Mr. Edwin Carrington identified the Forward Together Conference as one of the major achievements of the Caribbean Community in 2002.
The Conference which brought together the Heads of Government of CARICOM and organisations from civil society took place in Georgetown, Guyana last July. Mr Carrington and assisted by senior members of his management team held a Press Conference at the Secretariat's headquarters, Bank of Guyana building to update the media on a number of developments during the year.

The Caribbean Community wishes to convey its full support for  the Mission to Venezuela currently being led by the Organisation of American States (OAS) Secretary-General H. E. Cesar Gaviria with the aim of promoting political dialogue between the Government of President Hugo Chavez and opposition groups.

Good Morning.
It is my pleasure to welcome you to this important meeting which is essentially a follow up to the UN General Assembly Special Session on the Rights of the Child held in New York in May this year. It also provides an opportunity for the Caribbean to continue the process of building on the previous proposals for a Regional Framework to guide further initiatives in this area.
The Secretariat wishes to acknowledge the support from UNICEF for this meeting and in particular for its sponsorship of the Background paper that will be a focus of the discussions.
