We, the Heads of State and Government and their representatives of the Caribbean Community (CARICOM) and the Central American Integration System (SICA) (hereinafter called the Parties) meeting in Belize City, Belize on the 12th of May 2007 on the occasion of the Second CARICOM-SICA Summit.

Considering the objectives and commitments assumed by the Parties at, the historic, First CARICOM- SICA Summit, held on 5th February 2002 in Belize City.

The Tenth Meeting of the Council for Foreign and Community Relations (COFCOR) of the Caribbean Community was held in Belize City, Belize, 10-11 May 2007, under the chairmanship of the Hon. Eamon Courtenay, Minister of Foreign Affairs and Foreign Trade, Belize. The Ministers attending were_ the Hon. W. Baldwin Spencer, Prime Minister and Minister of Foreign Affairs, Antigua and Barbuda; the Hon. (CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Climate Change and Energy issues are among the items on the agenda of the Second Summit of Heads of State and Government of the Caribbean Community (CARICOM) and the Integration System of Central America (SICA) who meet in Belize on Saturday 12 May 2007.

The one-day meeting will be preceded on the afternoon of 11 May by a meeting between the Foreign Ministers of CARICOM and Central America also in Belize. The CARICOM Council for Foreign and Community Relations (COFCOR) has been meeting in Belize from 10 May.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Caribbean Community (CARICOM) will host the inaugural meeting of the Regional Information and Communication Technology (ICT) Steering Committee at the CARICOM Secretariat, Georgetown, Guyana on May 16, 2007.

The work of the Regional ICT Steering Committee is an integral part of a project that will aid the development of the Caribbean Information Society (CARIB-IS). The CARICOM Secretariat received €2M for the project under the Ninth European Development Fund (EDF).

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) CARICOM Caucus of Ambassadors is spearheading a major advocacy and promotion Initiative in a number of US cities in advance of the Conference on the Caribbean, 2007.

A ‘Diaspora Dialogue,’ in the form of Town Hall Meetings has been organised in Washington, New York, Hartford, Philadelphia and Miami primarily to engage the Diaspora in planning the conference and in shaping its outcome.
