Heads of Government reiterated their commitment to combating trafficking in persons.

They noted the policies of prevention, prosecution and victim protection which have been adopted and implemented in their Member States to address this crime.

Heads of Government of the Caribbean Community (CARICOM), including His Excellency René Préval, President of Haiti, held an in-depth discussion on the post-earthquake situation in Haiti at their Thirty-First Regular Meeting held in Montego Bay, Jamaica.   The Secretaries General of the United Nations (UN) and of the Organisation of American States (OAS), as well as the Special Representative of the CARICOM Heads of Government on Haiti participated in this exchange of views.

1. We, the Heads of State and Government of the European Union and Latin America and the Caribbean, the President of the European Council and the President of the Commission, have convened in Madrid on 18 May 2010, in order to reaffirm our commitment to continue promoting and strengthening our Bi-regional Strategic Partnership based on our common principles, values and interests.

I. We, the Heads of State and Government of Mexico and the Member States of the Caribbean (CARICOM), gathered together on in the Mexican Riviera Maya, confirm our solidarity with the government and people of Haiti in the wake of the catastrophic loss of lives and material damage caused by the earthquake that struck Haiti on January 12, 2010.
II. We acknowledge the urgent need to contribute to the international cooperation efforts to reconstruct Haiti and ensure its long-term development.
