As the Millennium Development Goals (MDGs) framework comes to a close in 2015, the Caribbean Region is advocating for a comprehensive and transformative Post 2015 and Small Island Developing States (SIDS) development agenda. The goal of advocacy efforts will be to ensure that Caribbean specific priorities for the achievement of gender equality and women’s empowerment are advanced.  The emerging global development frameworks must address the structural foundations of gender-based inequality, including the recognition that inequalities are a consequence of the unequal relations of power.

This Plan of Action (PoA) provides a framework for establishing a more constructive approach to mainstreaming gender in CARICOM’s work programme, the conduct of research, and the design and implementation of policies and programmes by governments and non-governmental organizations (NGOs) which share responsibility for working towards gender equality in CARICOM member states.

In strategizing for the new period of operation, the IICA Office in Guyana Technical Cooperation Strategy (ICS) will be aligned with the general functionality of the Medium-Term Plan (MTP) 2014-2018. The general approach in the preparation of the document has been one of consultation, both at the levels of document/policy analysis and formal discussions with officials of the Ministry of Agriculture (MoA) and other stakeholders.

The Strategic Plan for the Caribbean Community outlines the strategic repositioning of the Community, and captures a development agenda going forward that encompasses_ i) a review of development needs; ii) a Resilience Model for socio-economic progress; iii) strategies to renew the commitment to and strengthen actions for enhancing regional unity; and, iv) an agenda for the reform of governance mechanisms to achieve these two major forward thrusts.

In evaluating Guyana’s progress toward the Millennium Development Goals (MDGs), the Government of Guyana has identified MDG 5 – improve maternal health – as the goal that needs prioritisation if its associated targets are to be achieved by 2015 and thus a higher standard of maternal health care is to be established and sustained in the long run. Although there has been progress toward this goal, significant challenges remain.

This Handbook is intended to better equip officers to carry out MEAs-related  duties and, in doing so, to make a contribution to protection of the local, regional  and global environment.
