Joseph Gilbert, Minister of the Environment, Foreign Trade and Export Development of Grenada at his first meeting of the COTED. I also wish to recognize the presence of Sir Edwin Carrington, Ambassador of Trinidad and Tobago to CARICOM and immediate past Secretary-General of CARICOM.

We are all aware of Ambassador LaRocque’s long-standing relationship with the COTED, first as the representative of Dominica and later as the Assistant Secretary-General for Trade and Economic Integration in the CARICOM Secretariat.

​I am indeed delighted to welcome you all to Guyana for this Thirty-Seventh Special Meeting of the Council for Trade and Economic Development (COTED) on Environment and Sustainable Development.
Ladies and Gentlemen_ It is indeed encouraging that we are meeting at this time to focus on this theme which is critical to us as a Region. In the Declaration of Barbados which ensued from the Global Conference on the Sustainable Development of Small Island States, we affirmed, that sustainable development programmes must seek to enhance the quality of life of our peoples.
The myriad issues before this Thirty-Second Meeting of the Council for Trade and Economic Development (COTED) speak to the breadth and depth of the regional integration movement and its impact on the everyday life of the citizens of the Caribbean Community (CARICOM).
The discussions are taking place in what continues to be a difficult environment in the Region as a result of the global economic and financial crises, although there are some positive signs of recovery with some of our Member States being able to take advantage of the upturn in the
global economy.
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Measures to accelerate the development of Information and Communication Technology (ICT) in the Caribbean Community (CARICOM) will be in focus at the Thirty-Fourth Special Meeting of the Council for Trade and Economic Development (COTED) which convenes 28 May, in St. Georges, Grenada.
