(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) I thank the Chancellor and the Vice Chancellor for inviting me to this ceremony this evening to herald the opening of the Regional Headquarters of the University of the West Indies (UWI). This splendid building itself is an example of the kind of collaboration among regional institutions, agencies, the private sector, private individuals and governments that must be fundamental to the integration process and the development of our Region.

Let me first express my appreciation to Ms Alicia Barcena, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC) for inviting me to share this occasion with you. She and I had a very productive dialogue soon after I assumed office and I look forward to working with her in the interest of the Region.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana ) Any framework for economic stability and growth should also address social protection policies for the poor and vulnerable groups in our society.

This was the view of the Secretary-General of the Caribbean Community (CARICOM), Ambassador Irwin LaRocque as he addressed the opening of the Twenty-Fourth Session of the Caribbean Development and Cooperation Committee (CDCC) of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC).
