Rose-Marie Belle Antoine, Dean, Faculty of Law, UWI, Professor of Labour Law and Offshore Financial Law is an award winning author, attorney and international legal consultant. She holds a doctorate in law from Oxford University, an LLM from Cambridge, and the LLB from The UWI. Antoine was elected by OAS states as a Commissioner on the Inter-American Commission on Human Rights, Washington 2011 and elected President in 2015.

The Government of Saint Lucia (GOSL), as signatory to the United Nations Framework Convention on Climate Change (UNFCCC), is legally required to periodically prepare and submit National Communication (NC) reports to the UNFCCC Conference of Parties (COP). The primary objective of this document is to enable countries to report on work undertaken and planned, in response to the adverse impacts of climate change. This enables the COP to monitor national progress towards the implementation of the UNFCCC.
The purpose of the Project of which this contract will be a part is to undertake the analytical assessments to allow for the formulation of recommendations on the re-design of the proposed Community Investment Policy Framework including the draft CARICOM Investment Code within the context of the provisions of the Revised Treaty, contemporary investment policy perspectives as well as technical work undertaken for the Single Jurisdiction Project and the Regional Investment Promotion Strategy.
