The Secretariats of the Caribbean Community (CARICOM) and the Association of Caribbean States (ACS) move on to new levels of relationships.

The Secretaries-General of the Caribbean Community (CARICOM) and the Association of Caribbean States (ACS), Mr Edwin Carrington and Dr. Norman Girvan respectively, today stressed the importance of cooperation as both organisations strive to meet the needs of their respective constituencies.

The CARICOM Secretariat, as part of its work programme in the area of Capital Market Education and Awareness, has released the first in a series of volumes on Capital Markets in the Region. Titled "Towards a Regional Stock Exchange", the series is meant to provide information on the role of investment in economic growth and development, the benefits of a diversified investment portfolio and the rationale of regional policy makers in encouraging the development of a regional capital market. It is also intended to increase investor awareness of existing opportunities across the Region.

Issues of mutual interest and areas for cooperation will be explored when high level delegations from the Caribbean Community Secretariat (CARICOM) and the Association of Caribbean States (ACS) meet in Guyana on Monday 3 April, 2000.

The Meeting comes at the invitation of the CARICOM Secretary-General Mr Edwin Carrington who will head the CARICOM delegation. The newly appointed Secretary-General of the ACS Professor Norman Girvan will lead the ACS team.

The Second General Meeting between the UN Secretariat and its Specialised Agencies and the Caribbean Community Secretariat and Associate Institutions concluded in Nassau, The Bahamas on 28 March, 2000. The CARICOM delegation was led by Dr Carla Barnett, Deputy Secretary-General. The UN system delegation was led by Mr Patrizio Civili, Assistant Secretary-General, Economic and Social Affairs.

The Caribbean Festival of Creative Arts (CARIFESTA) Secretariat in St. Kitts and Nevis has announced the appointment of two key personnel for CARIFESTA VII. They are Stanley Franks, Director General, and Christine Walwyn, chairperson of the Marketing Committee. Both bring a wealth of experience and specialist knowledge to CARIFESTA VII.

After three days of intensive negotiations earlier this month, the Caribbean Community (CARICOM) has concluded a comprehensive bilateral trade package with the Dominican Republic, paving the way for the early implementation of a Free Trade Agreement.

On concluding these final negotiations, Mr. Edwin Carrington, CARICOM Secretary-General, and Mr. Frederic Emam Zade,Vice Minister of Foreign Affairs/Ambassador in Charge of Trade Negotiations,of the Dominican Republic,on19March, 2000 initialed a Protocol for the implementation of the CARICOM/Dominican Republic Free Trade Agreement.
