Let me begin by saying what a pleasure it is to be here as Secretary-General. My days are not always this pleasant, I can assure you.
Caribbean Foreign Ministers met with the United States (US) Secretary of State in the margins of the General Assembly of the Organisation of American States (OAS) in Quito, Ecuador, on 7 June 2004.
Following the reciprocal expression of condolences concerning the tragic loss of life during the catastrophic floods in the Dominican Republic and Haiti and the passing of former President of the United States Ronald Reagan, a number of issues of mutual interest were touched upon.

I wish to first of all extend my sincere congratulations to the Director, Board and Staff of the National Insurance Office on the occasion of its 37th anniversary.
I also wish to express my sincere gratitude to the National Insurance Office for the honor bestowed upon me to deliver this evening the keynote address with as topic "the CARICOM Single Market and Economy (CSME) and the Free Movement of Labour Across the Region and its Implications for Social Security".
CHRIST CHURCH, BARBADOS – A ‘CARICOM Meeting on Smaller Economies Issues in the FTAA & Preparatory Meeting for the CARICOM Sub-regional Round Table’ was held in Barbados, June 7 to 8. The Caribbean Regional Negotiating Machinery (RNM) provided an update to the meeting on the status of Free Trade Area of the Americas (FTAA) talks and formal/informal discussions at the level of the Trade Negotiations Committee (TNC) regarding the scope and structure of negotiations, pursuant to the Miami Ministerial mandates.
The Special Meeting of the Council for Human and Social Development (COHSOD): Culture was convened at the Caribbean Community (CARICOM) Secretariat Headquarters, Bank of Guyana Building, Georgetown, Guyana on 2-3 June 2004 under the Chairmanship of the Hon. Edward Hart, Minister of State in the Ministry of Community Development, Culture and Gender Affairs, Trinidad and Tobago.
CARICOM Ministers of Education met in Retreat in Georgetown, Guyana over a 2-day period of 3-4 June 2004 to discuss challenges facing the Region's educational system and to make recommendations on new directions, programmes and policies. The meeting was chaired by the Hon. Hazel Manning, Minister of Education, Trinidad and Tobago and facilitated by Dr. Henry Jeffrey, Minister of Education, Guyana.

The Caribbean Community (CARICOM) today welcomed the third ambassador from India to be accredited to the Community at a ceremony where CARICOM Secretary General Mr. Edwin Carrington emphasised that India has proven to be a friend of the Region in several areas.
GEORGETOWN, GUYANA – A meeting of G90 Ministers and Ministerial representatives got underway today in Georgetown, Guyana. The two-day meeting is expected to contribute to efforts to revive and give impetus to stalled World Trade Organization (WTO) talks. The objectives of this meeting are to_ 1) examine the current status of Doha Round negotiations; 2) explore possible elements of a July framework package; and, 3) decide on the steps that the G90 would have to take between now and the end of July.
