Secretary-General of the Caribbean Community (CARICOM), Mr. Edwin Carrington will lead a team of CARICOM Secretariat's officials for a media clinic in The Bahamas on 19 June, 2001 at the Radisson Cable Beach Resort. The four-hour session, which starts at 9 a.m., forms part of activities leading up to the 22nd Meeting of the Conference of Heads of Government of CARICOM, which will be held in The Bahamas from 3-6 July, 2001.

The Caribbean Management Development Association (CaMDA) held its Sixth Annual International Conference in Nassau, The Bahamas, from 5-8 June 2001. A non-governmental voluntary association of management professionals, the Association seeks to develop the management capacity of the Caribbean Region, and had as its Conference theme, "The 21st Century Learning Organisation - Strengthening Management Capabilities and Competitive Strategies in the New Global Economy".

Let me first welcome you to Antigua and Barbuda. It is a great pleasure to see you all here.

Remember this is your second Caribbean home. Antigua, after all, is the place where the Caribbean Free Trade Area was conceived at Dickenson Bay in 1965; the location for the creation of the Regional Negotiating Machinery in 1996; and the site for the conceptualisation of the Organisation of Eastern Caribbean States in 1979.

The Community Council of Ministers, the second highest decision-making body of the Caribbean Community (CARICOM), will this week address a range of issues critical to the upcoming deliberations of the CARICOM Heads of Government Summit scheduled for the Bahamas from 3 - 6 July, 2001.

The status of implementation of the CARICOM Single Market and Economy (CSME) as well as the establishment of two committees to take the implementation process forward are top agenda items for the Eight Meeting of the Council slated for Thursday, 14 June, 2001 in Kingston, Jamaica.

1. The Caribbean Community has been engaged with Haiti for a long time, as that country is part of the Caribbean sub-region. Haiti has also applied for full membership of the Caribbean Community and Common Market.

2. CARICOM Heads of Government have agreed to the establishment of a CARICOM Office in Haiti to support Haiti´s membership of the Community and I am pleased to inform that that staff will leave Georgetown this week-end to commence operations of that office, which will be housed in the Embassy of The Bahamas in Haiti.

Let me first thank you for giving me the privilege of addressing your Conference. As they say in the airline business, I know you have choices. I'm flattered you opted for me. I promise to return the favour by making this part of your Conference mercifully short.

Mr Chairman, I was intrigued with the theme of your Conference - "Riding the waves of Change".  It is a theme that has a special resonance for the Caribbean. Riding the waves of change aptly describes the Caribbean experience.
