I. PREAMBLE

I am honoured by the invitation of the Caribbean Food Crops Society to speak at its Forty-Fourth Annual Meeting. Your longevity is indicative of an accumulation of knowledge and service to the agricultural sector of the Caribbean which I, a mere Economist and occasional dabbler in the special field of agricultural economics cannot match. Therefore I thank you in advance for your kindness and tolerance.

II. INTRODUCTION

(CARICOM Secretariat, Turkeyen, Geater Georgetown, Guyana) Chairman of the Caribbean Community (CARICOM) the Honourable Baldwin Spencer Prime Minister of Antigua and Barbuda invited the thousands of visitors to Expo Zaragoza 2008 to come to the Caribbean.

Speaking at a ceremony marking CARICOM Day on Saturday 12 July at the exposition site in Zaragoza, Spain, Mr Spencer said, “I exhort all of you here today to enjoy this taste of the Caribbean as a prelude to coming to our shores and partaking of the full fare.”

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana)  The Caribbean Community (CARICOM) and the Kingdom of Spain have signed a Joint Declaration that encompasses issues ranging from political dialogue to economic and cultural development. The Joint Declaration was signed at the conclusion of the IV CARICOM-Spain Summit held in Madrid, Spain on 11 July 2008.

There is an old truism that Water is Life. This is borne out by the 2002 United Nations World Water Development Report, which, among other things, states that, “…of all the social and natural resource crises, we humans face, the water crisis is the one that lies at the heart of our survival and that of our planet Earth.”

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Fourth CARICOM/Spain Summit takes place at the Moncloa Palace, Madrid, Spain, on Friday 11 July 2008 against the backdrop of the celebration of CARICOM Day at the World’s Fair in Zaragoza, Spain on 12 July 2008.

Caribbean Community (CARICOM) Chairman, the Honourable Baldwin Spencer, Prime Minister of Antigua and Barbuda and His Excellency Jose Luis Zapatero, the Prime Minister of Spain, will jointly preside over the Summit to be held at the Palace housing the offices of the Spanish Prime Minister.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Core Team of the CARICOM Electoral Observer Mission arrived on 2 July 2008 followed by the rest of team on Friday, 4 July 2008 to monitor the General Elections on 8 July 2008. The Mission was deployed in all constituencies with the exception of Carriacou and Petite Martinique. The Mission would like to place on record that the group was able to cover 85 per cent of the polling stations in Grenada.
