(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Today (Saturday 8 December, 2007) is being observed as CARICOM-Cuba Day marking the 35th anniversary of the establishment of diplomatic relations between the first four independent CARICOM countries (Barbados, Jamaica, Guyana Trinidad and Tobago), and the Government of Cuba in 1972.

It is my distinct honour to address the people of the Caribbean Community and of Cuba as we celebrate another CARICOM-Cuba day on this the 35th Anniversary of the establishment of diplomatic relations between Cuba and four CARICOM Member States, namely Barbados, Jamaica, Guyana Trinidad and Tobago. Since that historic day in 1972, the bonds of friendship and solidarity have deepened significantly to incorporate a high level of collaboration in the political, economic and social spheres.

We, the Heads of Government of the Caribbean Community, meeting in Georgetown, Guyana at the Twelfth Special Meeting of the Conference on Friday, 7 December 2007, with a view to finding solutions, at both the national and regional levels, to the critical issue of poverty and the rising cost of living, took note of the research which highlights a number of factors impacting this issue in the Caribbean Community.

Shortly before accepting the credentials of Her Excellency Marianne DaCosta, Plenipotentiary Representative of Austria to the Community, the Secretary-General noted the contributions Austria had made to the Region and said he looked forward to its continued support.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) When the Twelfth Special Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) convenes in Georgetown, on Friday 7 December, it would be the third time in as many months that the impending Economic Partnership Agreement (EPA) with the European Union has formally engaged regional leaders.

The EPA is one of two agenda items of the Special Meeting. The other is the rising food prices across the 15-member group of nations.

(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) The Seventh Meeting of the CARICOM Standing Committees of Commissioners of Police and Chiefs of Defence Staff was held in Barbados on 3 December, 2007 and was jointly chaired by Mr. Trevor Paul, Commissioner of Police, Trinidad and Tobago and Brigadier Edmund Dillon, Chief of Defence, Trinidad and Tobago.  The Meeting was convened to facilitate technical and administrative discussions and recommendations towards the implementation of policy decisions with respect to the regional crime and security agenda.

But what is this reality or rather, our reality? Despite the optimism caused by recent statistics which suggests the global prevalence of the infection is stabilizing and there are localized reductions, the statistics still paint a grim figure.
