More than 15 years ago, Haiti and the Dominican Republic became signatories to the Lome Convention. At that time both became members of the African, Caribbean and Pacific (ACP) Group of States. CARIFORUM was formed in 1992 and a CARIFORUM Secretariat was established in 1993.
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) All three speakers at the opening session of the meeting of officials preparatory to the 15th Meeting of CARIFORUM Ministers stressed the importance of the involvement of civil society in the development process.

This meeting here today further crystallises the concept of the direct involvement of non-state actors in the decision-making process in the Caribbean. And it is that reality which gives me particular pleasure at being here to be part of this exercise.

I welcome you on behalf of the Directorate of Human and Social Development to this Sixteenth Meeting of the Council for Human and Social Development (COHSOD).
This has been a very busy year for the Secretariat and the Community. For our Directorate, there have been some outstanding achievements which include two landmark events_
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) CARICOM Deputy Secretary-General Her Excellency Ambassador Lolita Applewhaite urged regional stakeholders to “take responsible, mature decisions in the best interest of the Caribbean Region.”
(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Haiti will be at the centre of Caribbean activity from 15-19 October 2007. The 15th Meeting of Ministers of CARIFORUM the Caribbean Forum of African, Caribbean and Pacific (ACP) States takes place during that week in Port-au-Prince and the Caribbean Community will re-open its Representation Office in Haiti on 19 October.
