(CARICOM Secretariat, Turkeyen, Greater Georgetown, Guyana) Heads of Government of the Caribbean Community (CARICOM) will be in Europe this week attending two Summit Meetings.

Seven of the leaders accompanied by Secretary-General of the Caribbean Community, His Excellency Edwin Carrington, will attend the Third CARICOM-Spain Summit in Madrid, Spain, on 10-11 May and the Fourth European Union (EU) – Latin American Caribbean (LAC) Summit in Vienna, Austria, on 12-13 May.

With specific focus on issues pertaining to health, the Fourteenth Meeting of the CARICOM Council for Human and Social Development (COHSOD) was held at the Eastern Caribbean Central Bank, (ECCB) St. Kitts and Nevis on 27-28 April 2006, under the chairmanship of the Hon. Bernard Nottage, Minister of Health of The Bahamas.

(CARICOM Secretariat, Georgetown, Guyana) St. Kitts and Nevis today became the third Caribbean Community (CARICOM) Member State to bring the CARICOM Passport into operation, making good on its promise to launch it before the end of the year. The Ministry of Foreign Affairs in St. Kitts and Nevis said it launched its CARICOM Passport today and Issuance of the document to citizens of that country will begin on 14 November. On 7 January this year, Suriname was the first Member State to begin using the CARICOM Passport, followed by St. Vincent and the Grenadines.

The Caribbean Community (CARICOM) Electoral Observer Mission was mounted in response to a request made by the Government of St Kitts and Nevis for electoral observers to be present at the Elections held on Monday, 25 October 2004.

The Terms of Reference of the Observer Mission were to monitor the processes employed in the build up to the elections; observe the execution of the electoral process; make an assessment of the electoral process; and submit a report to the Secretary-General.

THEME_  LEADERSHIP THROUGH PARTNERSHIP

It is my pleasure to bring greetings to the Chairman and delegates at the Opening Ceremony of the Fourth Annual General Meeting of the Pan Caribbean Partnership Against HIV/AIDS (PANCAP). I regret that I cannot be physically present, but this is largely due to the fact that St. Kitts and Nevis is in the terminal stages of its general elections scheduled for 25th October (just four days away).

The Caribbean Community (CARICOM) will send an electoral monitoring mission to observe the General Elections in St. Kitts and Nevis on 25 October 2004 following an invitation from that country's Prime Minister, the Hon. Dr. Denzil L Douglas.

Twenty-seven young persons representing thirteen Member States and three Associate States of the Caribbean Community (CARICOM) as Youth Ambassadors have been encouraged to develop and articulate a shared vision for the Caribbean that focuses on improving the quality of life for all in the Community. The charge was given by Deputy Secretary-General of CARICOM, Ambassador Lolita Applewhaite during an address at an induction ceremony for the CARICOM youth representatives held at the Eastern Caribbean Central Bank (ECCB) Headquarters St Kitts and Nevis on Tuesday (August 3).

The Fifteenth Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community was held in Basseterre, St Kitts and Nevis on 25-26 March 2004. The Prime Minister of St Kitts and Nevis, the Hon Dr Denzil Douglas presided over the Meeting of the Conference.
