The Prime Minister of Antigua and Barbuda, the Honourable Baldwin Spencer, is unable to be here with us in St. Kitts & Nevis for this meeting.

He has asked me to convey his sincere regret to his colleagues and to the meeting at being unable, two days after a general election, to take himself away from the urgent tasks involved in forming a government. He sends his best wishes for successful deliberations.

I send you all very fond greetings and best wishes on the occasion of the 3rd Annual General Meeting of the Pan Caribbean Partnership against HIV/AIDS. PANCAP as it is affectionately known, is a very special mechanism endorsed by the Heads of Government of CARICOM as a pillar of the Nassau Declaration which emphasised that the “health of the region is the wealth of the Region".

The Caribbean Community salutes you on winning the 100 metres event at the World Track and Field Championships in Paris, France - the greatest achievement of your career so far.

Your success has shown the world that a country’s size has no bearing on the potential and quality of its citizens. It is a shining example of what our Region can achieve with dedication, hard work and focus. You have made your country, St Kitts and Nevis, and our entire Caribbean Community proud.

As Secretary-General of the Caribbean Community, I extend heartiest congratulations to you.

The Caribbean Community (CARICOM) once again joins with the rest of the international community in commemorating the United Nations designated International Women's Day. This occasion provides an opportunity to recognize the significant role women have played in the life, livelihood and sustainability of our Region and indeed, in other parts of the world and to record our appreciation therefor.

Honourable Ministers
Delegates
Ladies and Gentlemen

It is a pleasure for me to be back in Barbados for this, the Sixth Meeting of the Community Council and I thank the Government of Barbados for offering to host this important meeting.

I gather that this is one in a series of meetings being held here to continue the process of developing and strengthening the legal and institutional framework to enable us to move forward in the achievement of our objectives - the deepening and widening of Caribbean integration.
